HCS District Web Site and
Student access to the Internet; COPPA, CIPA The
Hilton School District website posts classroom web pages
monitored by the Learning Through Technology
Department and the Office of District Communications. The
Hilton Central School District Web Site
www.hilton.k12.ny.us
is a presence on the world wide web and it provides district information with links to teacher and
classroom websites. The Hilton School District's
Internet presence functions within the guidelines of the
Federal Trade Commission's
Children's Online Privacy Protection Act [COPPA]
[1998] which protects children with regard to electronic
media allowing but
not requiring
schools to act as agents for parents in
providing consent for the online collection of students’
personal information within the school context. In
addition, the
Federal Communications Commission's Children's Internet Protection Act [CIPA],
passed in 2000 and revised in 2001 requires schools to
filter Internet access to inappropriate content. In
2008 Congress passed the Protecting Children in the
Twenty-First Century Act which requires schools
to educate minors about appropriate online behavior
including interacting with other individuals on social
networking websites in cyber-bullying awareness and
response. Schools
also must consider their obligations under the
Dept. of Education - Family Educational Rights and Privacy
Act [FERPA] which is administered by the U.S. Department
of Education.
Acceptable District Computer Services
Use Policy 8272 This Acceptable
Use Policy (AUP) shall cover any user of District Computer
Services (DC Services). DC Services includes any and all
access to the District network and District approved
services. All users, including but not limited to,
educators, support staff, parents and their children shall
read, discuss and understand this AUP before using DC
Services. All users, as well as parents or guardians of
minor children, should confirm their understanding of this
AUP periodically. DC Services allows access to the Internet,
which is a worldwide electronic network of computers
allowing users to communicate electronically, share
information, learn concepts and research subjects. Students
should be encouraged to utilize these resources to promote
the exchange of information to further education and
research and to facilitate academic development, personal
growth and respect for diversity through technology use,
information gathering, critical thinking, evaluation, and
communication skills. The District provides Internet
filtering as part of the DC Services; however, no filtering
technology can guarantee that staff and students will be
prevented from accessing all inappropriate locations. The
users shall understand that communications on the DC
Services are often public in nature. These services are
monitored routinely by the school district, Internet
providers and/or law enforcement agencies.
Children's
Internet Protection Act Internet Content Policy 8271
The District's Acceptable Use
Policy and accompanying Regulations will be disseminated to
parents and students in order to provide notice of the
school's requirements, expectations, and student's
obligations when accessing the Internet. In addition to the
use of technology protection measures, the monitoring of
online activities and access by minors to inappropriate
matter on the Internet may include, but shall not be limited
to, the following guidelines: a) Ensuring the presence of a
teacher and/or other appropriate District personnel when
students are accessing the Internet in cluding, but not
limited to, the supervision of minors when using electronic
mail, chat rooms, instant messaging and other forms of
direct electronic communications. As determined by the
appropriate building administrator, the use of e-mail and
chat rooms may be blocked as deemed necessary to ensure the
safety of such students; b) Existence of Monitoring logs of
access in order to keep track of the web sites visited by
students as a measure to restrict access to materials
harmful to minors; c) In compliance with this Internet
Safety Policy as well as the District's Acceptable Use
Policy, unauthorized access and other unlawful activities by
minors are prohibited by the District; and student
violations of such policies may result in disciplinary
action; and d) Appropriate supervision and notification to
minors regarding the prohibition as to unauthorized
disclosure, use and dissemination of personal identification
information. Passive Consent- Opt-out: Student access
to the District's computer system will automatically be
provided unless the parent has submitted written
notification to the District that such access not be
permitted. Procedures will be
established to define the process by which parents may
submit a written request to deny or rescind student use of
District computers. Appropriate actions will be taken to
ensure the ready availability to the public of the
District's Internet Content Filtering/Safety Policy, as well
as any other District policies relating to the use of
technology.
